In the framework of the 19th edition of the International Theatre and Puppet Festival of Ouagadougou (FITMO), an international symposium on the theme « Arts and Liberties » is scheduled.

Co-organized by Espace Culturel Gambidi (ECG), the Observatory of Cultural Policies in Africa (OCPA), and the Laboratory of Literature, Arts, Spaces, and Societies (LLAES) of Joseph Ki-Zerbo University, this symposium will bring together researchers, scholars, artists, and cultural activists from Africa and the rest of the world on October 24th and 25th, 2023.

In a world marked by multifaceted challenges and a general questioning of liberties, pondering the role of arts in the pursuit of freedom becomes evident. The objective of this colloquium is, therefore, to enable artists, researchers, educators, and all social actors to reflect on issues of individual and collective liberties within the context of arts and artistic creation.

Arsène Bassette wrote on this subject that « Art must be free. Where there is no freedom, there is no art. » Albert Camus further emphasizes that « The purpose of art, the purpose of life, can only be to increase the sum of freedom and responsibility within each individual and in the world. »

This symposium addresses the issue of artistic freedom, including the status of the artist, in Burkina Faso and worldwide, with the aim of building a case for their real consideration in national, regional public policies, and international cooperation. Conducting an in-depth investigation to provide an updated overview of the artist’s situation and artistic liberties and producing forward-thinking and proactive reflections on appropriate responses are the expectations of this colloquium, the proceedings of which will be collectively published.

The undervaluation of the artist’s status and hindrances to freedom of expression sometimes result from a lack of information and awareness, as well as a lack of attention from public policies towards arts and artists. Thus, the goal of the colloquium is to contribute to improving the artist’s situation in Africa and the rest of the world through a better understanding of needs, challenges, and increased involvement of public actors and civil society in seeking suitable solutions.

All questions related to the practice of arts, the approach of creators, the work of trainers (transmission), and artistic creations will serve as guidance for paper proposals. Each presenter should ensure that their contribution falls under one of the following ten (10) themes:

Theme 1: Arts and freedom of opinion and/or expression
Theme 2: Arts and freedom of creation and dissemination
Theme 3: Arts and the quest for social, political, and cultural freedoms
Theme 4: Arts and the promotion of human rights
Theme 5: Arts and the struggle for national liberation
Theme 6: Arts and education
Theme 7: Status of the artist and freedom
Theme 8: Arts and censorship
Theme 9: Arts and artificial intelligence
Theme 10: Cultural policy and artistic freedom

The colloquium will be held in a hybrid mode. Papers will be presented in person and online. Participants attending remotely will be responsible for sending video recordings of their presentations for projection before the online sessions.

Contributions will be published by FITMO in collaboration with the Laboratory of Literature, Arts, Spaces, and Societies (LLAES), the Observatory of Cultural Policies in Africa (OCPA), and Editions GAMBIDI in 2024. A contribution of 20,000 CFA francs per paper will be required for the publication of symposium proceedings.

Expressions of interest, in the form of a maximum 300-word abstract, are accepted until September 30, 2023, and acceptance notifications will be communicated by October 5, 2023, at the latest. Full contributions, in French, should be submitted to the organizing committee no later than November 21, 2023, at the following email addresses: fitmofestival@gmail.com; mandahama@gmail.com.

Each contribution must be accompanied by a CV of a maximum of 10 lines, specifying the title, background, position, affiliation institution, and author’s publications.
